Being Dusted appears to mean being destroyed after you have been Decrypted or Uncroaked, where the Unit leaves no body behind, even until the end of the Turn, instantly turning into Dust.

A "Dusted" Unit, because it leaves no remains like a Croaked Unit it cannot be Uncroaked or Decrypted, resulting in a permanent Croaking of the said Unit.
