Speculation

The default Erfworld term for defeating the garrison of a city. After which an invading force can presumably a) loot the treasury, b) capture any remaining units, though possibly only after additional combat, etc, before deciding to hold the city, or claim it for their own side, raze it (sack it), or just leave it behind, intact, and move on.
