Proposed Canon

Portals are magic teleportation devices that allow a user to leave one hex and enter another instantly. They may be an example of Hat Magic, though they are considered Titanic in nature, likely beyond the power of even an ordinary caster link. Portals take the form of glowing doorways, and vary in color.LIAB_57:12

The only known portals connect to the Magic Kingdom. One exists in each capital city with an associated endpoint in the Portal Park of Magic Kingdom. It's always located near the bottom of the city's tower.

The specific portals in the Magic Kingdom correspond to cities rather than sides, so they will shut down, if the city ceases to be a capital (either being conquered by another side or having the side's ruler change the capital to a different city). The portal's colour, however, is tied to the side. For example, once Gobwin Knob's capital was moved from Gobwin Knob (city) to Spacerock, it's Portal Park green endpoint appeared on the "Spacerock" location, where the Jetstone's blue portal used to be, and disappeared from the previous location.Erf-b3-p138Same-site.PNG Casters that belong to a side can always naturally find their way to their side's portal in the Portal Park by what feels like a gravitational pull.WB2014 Digdoug - Episode 8, IPTSF Text 21

It's not known whether there is an active portal in Portal Park not leading to a capital of some side.

Underneath each portal (both in Portal Park and cities) there's a column going underground that remains even after the portal is shut down.WB2014 Digdoug - Episode 19 This, with the mechanics of portals changing on switching capitals, means that there should probably be a column in Portal Park corresponding to each capital city site.

A non-caster unit that attempts to walk through a portal to the Magic Kingdom will be disbanded, and vanish. This is how Queen Bea of Unaroyal committed suicide. However, objects, notably including bodies (which can be uncroaked/decrypted on the other side), can pass throughLIAB 112. And while they cannot enter portals, it is at least possible for non-casters, such as golems, to exit portals back to outside the Magic Kingdom.Hvs.tCF 138 Carnymancy can be used to bypass this. Janis speculates that Parson is able to enter the Magic Kingdom because of natural Carnymancy, and Dirtamancer Ivan Poe was able to remove the effect from Charlescomm's portal with the Wonky Wrench, a tool created by a Carnymancy/Dirtamancy caster link.

Passing through a portal does not follow the known Movement rules. It apparently does not require movement points, as proven when Parson was able to use a portal despite being a garrison unit with zero move. Further, units may pass through the portal when it is not their turn, because Parson and his casters leave Gobwin Knob during the Royal Crown Coalition's turn, and return during the night (between turns). Portals will not normally allow projectile weapons and trap effects to go through in the same way as hex boundaries. The area close to the portal blocks even a fire's heat.

The backside of a portal looks identical to the front end, but unlike the front cannot be passed through.

Hvs.tCF 208 states that tt is possible for a portal to be 'sealed', but it's not clear if sealing involves disabling the portal or simply blocking it to prevent passage, similar to an Iris in Stargate.

Speculation

The city of Charlescomm is powered by Shockmancy in about the same way the real world uses electricity, and Lilith was somehow able to shutdown power throughout the entire city by firing into the portal's column. It is possible that Charlie has figured out a way to use portals to generate Shockmancy. This is further proved by the fact that Charlescomm has only one city, and not even capital cities. This makes sense, since only the side's capital would have an active portal. An active portal likely is powered by constant Shockamancy, so, if you wanted cities with Shockmancy, you could only use your side's capital. This explains why Dirtamancy could make wires and other city improvements that use Shockmancy. It is also notable that Charlescomm's portal has been modified to not disband non-casters. It is possible that the disbandment is a high level Shockmancy effect.

It's known that a golem can cross Charlescomm's portal in both directionsHvs.tCF 1, Hvs.tCF 2, but it's not known if this is because golems are mindless (can be compared to objects) or just a feature of this exact portal. It's also possible that golems can exit MK through any portal, as Parson was mainly surprised that it could enter back. Even more, Gobwin Knob golems should have already left Magic Kingdom: there are 3 stealth golems that serve scouting duty around SpacerockHvs.tCF 43, but had to be manufactured with Isaac in the Magic kingdom — we can assume they exited Gobwin Knob portal. If this is true, it allows for casters of Dollamancy, Dirtamancy and Croakamancy to create units for sides without passing through their portals.

In addition, Bonnie exited through GK's portal, but has not attempted to cross back through, implying she is either knows she cannot or is unsure if it is possible to pass through.

It seems likely that any unit can exit from the Magic Kingdom, but only casters (and Parson) can enter in the Magic Kingdom.
